to sell the brick of a laptop i was given for parts? I mean i have limited account with no administrative rights... but not on e-bay it feels sketchy. Like to a computer parts store around where i live.

Yeah, people will buy it for the parts, depending of course on how old it is, etc.
You'd probably have better luck on Ebay, I find it's possible to get a fair bit more by parting the laptop out rather than selling it as a whole but your mileage may vary.
