    Close IE.
Go Start>All Programs>Accessories>System Tools, and click on Internet Explorer (no add-ons). Same thing?

Have you tried clearing all cookies cache etc?
Install firefox that is generally better in a certain ways than IE

Do a ping test on www.google.co.uk see what the refresh rates are.
