Allowing Untrusted Connections

Hi I'm trying to run this program and the solution for one of the errors I have is to go to Tools>Options> and check the box to allow untrusted connections but I cant find tools or options in my control panel. Can you help me and tell me exactly where to go please? By the way I have Windows 7.

No the guy said that there is a box to check in your options to allow untrusted connections. Any idea how to get there? He said to go to Tools then Options and it would be right there but there are no Tools or Options in my control panel.
