migrating windows 8 32-bit to a new PC

would it be as easy as moving hard disk from old PC to new PC?

i have microsoft office 2010 standard & tune up utilities 2013 installed, would there be any licensing issues?

You could try moving the hard drive to the new machine, but it probably won't work. Windows isn't meant to work that way.

Is the old machine still working?
Windows has migration software available, but it does not work on everything.

Claims to the contrary are made by companies tht will take your money.

My personal recommendation is this:
First do all you can to separate you data from the programs. Some programs store data inside its own program folder instead of the Documents and Settings area. That is OK for 'portable' programs. Those programs can be put on another partition or drive with no effort. But not so for programs that fully integrate in Windows. Those kind of programs have to be installed on the new PC.
Second, investigate the windows Transfer Wizard on your new OS.

I have tried software taht claims to do it all, but it does not do it all.
