Barebones Kit, System won't boot

I purchased a barebones kit with the following:

Abit IG-80 Intel 915G Socket 775 MicorATX Motherboard
Intel Pentium 4 505 2.66hz/1MB Cache/533 FSB/Socket 775 Processor
Intel Socket 775 Colling FanUltra 512 MB PC3200 DDR 400 MHz CL3
Memory
Premium 2526ATX Mid-Tower Case w/400 Watt Power Supply
The system powers on, but nothing comes up on the screen & no beeps. No lights flash on the keyboard. I tried to get help from Abit, but could not get through on the phone & emails went unanswered, so as a last resort, I applied for an RMA, received it & sent it in for exchange. The one I received in exchange did exactly the same.
Things I have tried
Bought another memory module & tried it with each of them individually.
Removed the CPU Fan & powered on the see if the CPU was warming (it was).
Removed all other hardware & tried it with just the CPU, memory, & keyboard.
Tried clearing the CMOS
Checked all connections.
If anyone has any ideas of anything else I can try, I would sure appreciate it. Thanx!

    did you install the cd which came with the MOBO ?
    What operating system do you have installed ?

    Right now I am trying to get it to do something...anything... before I reattach the harddrive & CD drive.  I had read that it should do the memory count & let you enter setup without these attached.

    You need to have a video card for a minimal boot test...
    Have you tried this with a boot floppy ? ?
    I would never power up a CPU with the fan off.

    The board has onboard video.  Had the power on for just a few seconds with the CPU fan off.  Read in the troubleshooting section of a computer building article, so assumed it would be ok to try.

    Problem has been resolved. Though I hate to admit what it was, I will say because it may help someone else.
    The red switch on the power unit was set at 230 instead of 115.
