how do i tell what usb port i have as in 1.1 or 2.0

If you're running XP, Device Manager will list a USB2 port as an "Enhanced USB Port".

do u need anything different other than ports to convert to usb 2.o

my problem is with an ipod its says i need 2.0 ports

if i get a 2.0 hub will that work  or do i need a card

You can try the iPod using USB1 but if you need USB2, you'll need an addin card. A hub won't convert from 1 to 2.
