Add Or Remove Programs

I can get to the ADD or REMOVE PROGRAMS --displayed only as a menu-- via the Start>Control Panel route. However, I cannot access the ADD or REMOVE PROGRAMS to do [anything]. I keep getting this message: Add or Remove Programs has been restricted. Please check with your administrator.

How do I turn on this thing? What do I do?

What veresion of Windows? What happened prior to this? Did it just start? What are you using for malware protection? Are you set up on a network? Is this your computer? Are you the Admin?

I'm using XP pro; it's my home computer; no network; and I'm the administrator. However, I did a few [tweaks] as per a freeware and I can't remember how to retrace (undo) my steps.

Ah, the truth comes out. "Tweeks" are often the downfall of an otherwise stable system. Can you use system resttore to a time before you messed with a good thing?
