I ran the tests.
Now it just has all this computer information stuff.

Here's where I'm stopping, after spending an hour in Google reading about people having problems with Sims and ATI video cards I suggest swapping that ATI card for something more Sims compatible.
If I come across any new answers for you I'll post them.

Did you try the fix of adding the 'w' switch to the shortcut and see if it runs in windowed mode?
