Create 2 batch files...

ipconfig /release

ipconfig /renew

Save them to the desktop.  Now all you have to do is double-click them and you'll be disconnected and reconnected in no time  ;D

That's what I was thinking too.  Even though the renew might take a few seconds, it would still work very well.

that wont work if the person he is trying to lock out knows anything about computers. also, you will need to add it to the registry to release on startup because all the person needs to do, if not computer savvy, is to restart the computer and the comp will automatically release/renew.

I was under the impression that you merely needed to copy the batch file into the startup directory of each user for that to occur.  But that's just as far as I know.

i guess that would work. i thought that in order to get a program to initialize on startup you need to add it to the registry. but thats just as far as i know as well. :P

In Windows XP, if you put the file (or a shortcut to the file) in the "C:\Documents and Settings\All Users\Start Menu\Programs\Startup" directory, it will be launched when any user logs on to that computer.
