Your monitor just stays blue?  What about when it goes through the post?  Can you read the screen?
When first booting up is there any beep sounds and how many?

If you just re-installed XP did you remember to re-install your video drivers ? ?
The generic Windows ones might not be up to the task...

For that, we need to know the model of your PC and monitor.

But what kind of computer is this?  For example, my computer model is a Gateway GM5094E.  Another example would be a Dell Dimension 2400 or an eMachines W2247.  There should be a sticker somewhere on your PC that has your model number on it.

DLoad and run Everest Home which will tell you exactly what is in that machine...and yes there is a chance your video card is failing.
To test this it should be swapped into another known working machine.
    But you still need drivers...
