ok this is no regular Ban. I am using a library computer and IE. There is some way that you can ban someone from your site via IP and they won't even be able to load the page... this is twice that it has happened to me... How do i get aroun dit or even find out if my IP has actually been banned?

Start by explaining the ban and what happened...

    Think you gotta get a new IP address, cause once they banned your IP your IP is permanently banned. 
    If your using a broadband then you gotta contact your provider and change it.
    Theres always.....always something to grab a hold on.
