12 Volt runs low even with new power supy

Hi,
I'm new but know a little bit about PC's but this has me stumped. I have MSI PM8M v motherboard with a 2.66Ghz pros 512 ram. I like this board as it can tell me when the power is playing up. I lost everything last year when PC went and took my HD with it. Anyway, this morning l turn it on and the 12 Volt was down to 6.89 and no matter what l took off, it was still the same. I'm down to the hard drive only.
Please!!! any ideas??

Where are the power readings from ? ?
What brand and wattage of PSU ? ?

Hi and thanks,
With the motherboard comes a thing called alert 4 which gives you all the power specs. I'm hoping thats what you meant. I have pic's if you want.
The PSU is a Coolmaster 500W i Green power. I have even used a cheap PSU and it still gives me the same specs. This is a new Mboard by the way.
