cd rom driver not installing

someone gave me a dell laptop with a bad hd.  got a new hd, did fdisk and formatted.  installed win 98 (only full version that I had, but do have upgrade of windowsxp) and everything seemed to go fine.  but once into win98, the cd rom does not show and will not read.  the cd rom worked fine on install but nothing after going into windows.  any suggestions on how to install the cd driver?

Travel to the Dell site and enter the service tag# on the machine...DLoad and install the MBoard drivers and re-boot.

since i can't install anything by cd including networking drivers, can i use another computer, download the stuff and then install it somehow on the laptop?
