can not access internet explorer unless

i can not access internet explorer unless i'm logged in on my dail up(yes, dial up) aol-9 connection, the site i'm accessing states when i'm using using the aol9 its  having problems with the browser while sending & receiving messages, i'm not use 2 this new computer(new 2 me outdated 2 the new systems out here i guess. ordered online, did not send me a manual, its on the computer,and i accessed part of it, Program: Vista 10.0, Computer:HP Pavilon a6110n, i have no knowledge how 2 access internet explorer without signed on 2 my aol account. when i try otherwise the diagnose problem says: a cable is not plugged into the network adapter"local area connection" I HAVE NO IDEA WHAT THAT MEANS

    Well do have another internet connection besides dial up?
