I am running Windows XP.  The name I want to change is previous owner's name.  I've changed in registry but it still displays on documents, cookies, etc.

If you've changed the username, all documents made on the computer FROM NOW ON will be made with the new username as the author.
Previous files made under the old username will not be changed because they were made with the owner's own name.

        Is that what you mean?

Why are all cookies still under old name?

Perhaps because they were created on the old username.

What happens when you clear all the cookies and try again?

Are you sure you changed the username?

            How did you do this?

If you go into Command Prompt (Start --> Run --> CMD and press Enter), type echo %username% and press Enter and tell us what comes up.

I went into registry and changed the name to my own.  When I sign in there is only my name.  Anything else?

What is the exact registry key you changed?

Did you try the Command Prompt thing?

run ccleaner and clean the registry & the rest of your computer out.... then you can rule out cookies and other temporary files as the problem

When I go into Command Prompt I get:

                  C:\My Documents and Settings\William Bird>

How do I change the name here?

I'm not sure how to change that name but I don't think you can.
Pretty much all applications rely on that username.

                    Try this: http://www.computerhope.com/issues/ch000767.htm

EDIT: Also, I note from your first post that you reference that the previous owner's name shows up in documents ("I have gone into registery & changed name but old name still shows up on documents.")

If this is the issue, the "fix" isn't with Windows, but, rather, with your software. If you use MS Office, try: Tools>options>user information; if you use other programs, look to change the "user" or "author" information.
If you don't have time to do it right
...when will you have time to do it over?
