Image transitions too shaky

Hello
Can anyone help me with a problem that I'm having with my PC. I've a fairly good idea on computers but I'm a newbie in hardware related issues. I've seen a lot of video cards out there and I'm trying to see if I need one.

I got a PC from DELL with Intel Celeron processor 2.4 GHz 512 MB RAM and 80 GB drive. I've XP pro running on it. My problem is that the picture is shakey
This is more evident when I'm browsing the web and IE blocks a popup, the title bar which slides down easily on my laptop is not sliding down smoothly in my PC
This is not stopping me from working but should I get a new video card

Any help will be greatly appreciated.

First, did this computer have these problems as SOON as you received it via postage mail? If so, then send it back to Dell, and have them fix it for NO cost...
