If you are using packet writing, or basic Windows cd writing (it sounds like you are), it may be that the software has decided that the disk has had too many write errors. When the number reaches a certain figure, the disk is marked "write-protected" to safeguard data.

Could be a sign of drive problems, or bad CD-R brand or type.
