When you go to make your Web Page RED or BLUE or any other color you can use the TEX BLUE or RED or you can use the HEX Code.

What is the diferance and what is better to use?

No difference, but text names can only be used with about 16 colors, while hexadecimal codes can be used for thousands of colors.   So, if using, say, red, it makes no difference whether use the word red or use the hexadecimal code for red.  Of course, using red may save some time if you have to search for the hexadecimal code.
