What kind of  equipment is being used downstairs?
Is this perhaps a hospital with a MRI unit on the first floor?
Are you next to a weather radar installation?
Is this a cookie factory? Microwave ovens?

Just a practical question. In these hard times you have to be flexible with a business partnership. This way they can share costs. If the rooms are empty, use them for product storage. If the hospital is full, feed cookies three times a day until they go home!

Back on Topic. Computers are influenced by a strong EMF. This can be in the  vicinity of machines that use VHF or UHF energy at high levels.
And the electrical wiring is a suspect also. Try plugging a la with standard light bulb n the electric plug. Notice is there appears to be flickering. This may indicate the pretense of powerful EMF in the area.Also try a florescent fixture. It is stays on after you turn it off, there is a lot of EMF.

But the simple answer is a defective plugs downstairs.
