How do I get them back?
Ok, press CTRL+ALT+DELETE and click New Task... or click Task Manager (if presented with a choice) then New Task...

When the run window pops up, type in explorer. Wait about 10 seconds for something to happen, it should bring back the taskbar and desktop icons. That should temporarily solve the problem, but for the solution to the cause go to http://www.computerhope.com/forum/index.php/topic,46313.msg290095.html#msg290095 and follow the instructions.

He's playing a game called IRL. Great graphics, *censored* gameplay.
