black screen at startup

I am sure this has been brought up before but I am not exactly sure what I am looking for.  About an hour ago I received ed a notification I was getting the Win 7 Security 2012 virus. It turned off my virus removal software (Microsoft Security Essentials and Malwarebytes) so I rebooted into Safe Mode.  Once there I was having some trouble accessing sites as the virus was now prohibiting use of sites.  I shut down,, then restarted and now I have a black screen that says :
Intel UNDI, PXE-2.2 (build 083)

Realtek Pie FE Family Controller Series v1.19 (08/10/09)

It is a Windows 7 Dell Laptop.  I got it as a gift and do not have a boot cd.  I did go to the setup window and change the boot start for harddrive but nothing happened.

Is this a recent gift and are you still within the warranty? The first thing I would do is go to Dell Support and demand they send you a boot cd or direct you to where you can legitimately down load one.   It really fries me when computer companies do not provide a boot cd with their product.
