NTLDR is missing, Keyboard Disabled,

OK,

 I'm a newbie, so I may overlook the obvious, although,  based on most of the threads, I may be in deep doo doo, but here goes,

 Problem: Power up, BIOS screen hangs, mutiple beeps (not clicks), then displays, NTLDR is missing, Keyboard Disabled. Then Blank

  Tried so Far: Different Keyboard partially works in one USB port, No luck with Recovery Console. 
   Strike any key to Boot from CD: (Boot Menu and Setup displays but are unresponsive)
   Tried to repair / Reformatt from CD. Windows copies to folder, but same issues on reboot.
   Tried different HD and RAM, same issues on reboot.

   Please help!!
