Why can Windows Media Player in Windows 7 play mp4 files?

I downloaded a High-quality YouTube video as MP4 and strangely, it played in Windows Media Player in Windows 7. I never saw MPEG-4 capabilities in Windows Vista.
How does Windows 7 have MPEG-4 capabilities?

According to MS all it requires is a codec DLoad...
