mini scroll bar

I have two laptop computers with Vista . Both have a default mini scroll bar that often appears beside the cursor. I cannot find how to turn the thing off!  Any ideas?

You will have to let us know what a 'mini scroll bar' is. Not sure what you mean in any way.. can you take a screen shot so we can see what your seeing?

It appears when you "Drag" across one of the edges of the touchpad on some laptops. I think it's a hardware thing, since I cannot find the option to turn it off on mine.
I was trying to dereference Null Pointers before it was cool.

If you find this annoying, one option is to disable the touchpad and use a mouse with your laptop.
