Tinkering with the hard drive delay setting won't cost you anything. Obviously to get to the BIOS at all you would need to have the hard drive installed that the machine works with, then you could set (say) a 5 second delay, save the settings, switch off the machine and swap the hard drives.

    You may need a power supply and a new motherboard.
    Do not spend any money on it.
    Unless you like to waste money as hobby.
    You could maybe donate it to a charity and not have to pay the refuse company a fee to haul it away.
    If you need or want a second computer as a standby, you can good working PCs for a bargain. And with Windows XP.

    The above item is sold by many vendors for under $180 and comes with a one-year warranty. But you can do even better on eBay fron reputable vendors there.

    One man's garbage maybe a recyclable materiel.
    The motherboard can be scrapped to recover gold, tin and lead. The refuse company will change  to haul it away. The charity with accept it and recycle the item and provide a job for handicapped people and help preserve the environment.
