How do you connect with another computer so you can communicate through the webcams?  Are there certain websites?  How do you find the other private computer.

Hello Doug,
Perhaps what you are thinking about is a site for a program that would allow you to privately have a video conference with one of your friends. There are a number of sites that do that work for you. Of course, you need to have a working web cam. And a microphone, if you want to talk.
Here is a link to a website that may help you with the basics.

Of course there are many other websites that will provide you this kind of information. Please do not download anything from that website until you are satisfied that they have something you need or want.
Personally, I would recommend using your Web Cam with the Google talk and video service.

And a similar service is available from Yahoo.

You mean share camera views with one other person, right?  I have the impression you're not talking about streaming your webcam onto a web page.  Am I right?

To share camera views with one other person, I believe this is usually done using instant messaging (IM) software.  The IM program I'm most familiar with is Yahoo! Messenger.  But, I believe most or all IM programs support webcam viewing.

Another quality video streaming program is Skype. I use this quite frequently and have little to no problems at all

webcams, pah.

back in my day, we didn't have webcams. we had to post each other hand drawn images of ourselves, and we had to draw with rusty nails, and we had to sit on broken glass.

It was a simpler time.

Anyway, as everybody says, an IM program is your best bet and also the easiest.
