While his sentence construction leaves something to be desired, it can be deciphered. If you are saying that one should not have to go to that much effort, I agree.

1.) Yes.
The command is /silence +nick
to add nick to your silence list.
To remove a nick, /silence -nick
To view your current silence list, just /silence
2.) If you use the command as noted above, - No, it will not work if they change nicks.
The basic way I gave you the command above, silences by nick.
However, if you change the command a bit, like this:
/silence +*!*@ABCDEF.123456.GHIJKL.IP
would silence all nicks from that hostmask. Now if they change nicks, it won't matter... they will still be silenced,
along with anyone else at that hostmask.
