Computer console turns on but nothing else happens

after some research on cpu failure, i am almost sure that the cpu is the final answer. my computer showed almost all the signs of cpu failure and when i went to check the condition of the cpu, it had a thin layer of crusty thermal paste. Sadly, it is time to invest in a new cpu.
