The grey stuff is thermal compound that is likely all dry and chalky now. You will need to remove the old and add new thermal compound to create a thermal bond between the CPU and Heatsink. Popping it off and then putting it back on broke the bond and if it ever runs again it will probably overheat or run on the hot side of the operating range because of poor thermal conduction between CPU top and bottom side of heatsink.

    You can buy it at a number of places. Radioshack use to be my place to get it when out of it and needing it that day, but they may already be closed locally if you have one. I buy mine online through www.newegg.com usually and get Arctic Silver.

    This cheap one is plenty good enough for a Pentium 4

      Do you have a good power supply to swap with this system? Do you have any capacitors that are swollen tops or leaking electrolyte?
