PC won't start

Ok I have a PC brought to me by a friend. He had issues of when pushing the power button the light would come on for a second..then the PC would shut off. I had him bring it over and replaced the power supply as I thought that is what it would be. Well got the power supply replaced and it still is doing the same thing. hit the power button, the light comes on for a split second then nothing. The CPU fan spins for a second, the Case fan doesn't, and nothing happens with the monitor.

    Could be a few things, faulty heatsink fan, also try reseating the ram or if you have some other thats compatible swap it out just to test. put some thermal compound between the cpu and heatsink.
