Windows XP will only boot into safe mode

I have a Dell P4 computer running Windows XP home. Last night we had a thunder and lightning storm. I have a surge protector, but everything was plugged into the surge protector.  The phone modem line had no surge protection.  I can now only boot into safe mode.  I have removed the modem thinking maybe it took a hit from the storm. Removing the modem did not solve the problem.  Any thoughts on what to do?

    What i would do is ,

    Run MS config and turn off any items that are on start up , and i would disable any non MS services , if you cant tell what are and are not services just leave them alone.

    i would also reinstall my drivers, and uninstall the modem driver if you think its at fault
