ntoskrnl.exe missing or corrupt upon bootup

ok like 4 or more days ago i did a quick format and during the reformat most of the files were skipped and i went thru with the fresh install WinXP and upon rebooting i get an error stated in Topic Name.

I have tried everything including using a restore cd to get to a recovery console but I get a BSOD stating that the file url.dll is corrupt.

I've also tried a bootable diskette that i formatted on my dad's computer which has XP on it.

This is also the 4th forums that i've posted this on, the previous 3 havent helped one bit.

What method did you use to format ? ?
Format should not skip anything.
A bootable floppy won't contain the Windows XP boot files...it takes 6 of them i believe...
