Computer restrictions?

When attempting to access certain functions (e.g. "set program access and defaults") the computer (Dell Inspiron 710) returns a message stating that "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator." Though no SysAd profile was created for this computer, I booted up in the Safe Mode and accessed the computer as the SysAd. It still does not allow access to the same functions. Is this a virus? Any thoughts on how to get around this?

Are you set to be a computer admin on your computer?

Go to
Start|Run
Type "control userpasswords2"
Find your account
See if you are in the administrators group.
If not, set yourself to be one.
