TV Tuner Card

I am interested in learning the basics of TV Tuner Cards for my PC.
I just switched to Dish Network and a month Later I received a new TV. My new TV has PIP and 1080p. My satellite system is not capable of supporting my picture quality &/or PIP. I am able to connect my PC to my TV. If I install a over the air HD Tuner Card will this work help me be able to view local channels in HD and use my PIP (on satellite)?
I can upgrade my satellite but that will cost money upfront and more money every month.

Any Suggestions?

    I have the ATI 650 Pro PCI express tuner. It works great except for the software that came with it, it sucks, so I use Beyond TV 4 for my software as I do not have Windows Media Center. As for over the air HD I do not know because in my rural area there are no over the air HD antennas. I"m not sure about he PIP either, it will depend on the software too, I think. I can not have it because I have analog cable, not digital.
