How to display startup message for Win95 & Win98

Hi, I need help in setting up a pop up message on Win95 & 98 machines whenever these machines boot up to the windows. Do not wish to use StartUp menu as is it easily remove by users. Is there anyway to set it in ***.ini or ***.sys files? Thanks

What pop-up are you talking about? Username, and password?

kind of disclaimer to the user on using the pcs that prepared by the company. Not the username or password screen. The pop up message should appears after the Username & password.
