At the bottom of the youtube frame there is a slider control for volume...have you tried that ?

Uninstall Flash Player, using this: http://kb.adobe.com/selfservice/viewContent.do?externalId=tn_14157, and install fresh copy.

Does it affect Youtube videos only? Can you hear sound from other Flash sites, say here: http://www.devilducky.com/media/46386/

        Go Start>Run, type in:
        regedit
        Click OK.
        Navigate to:
        HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Drivers32
and see, if in right pane, you have an entry shown below:

If you have Windows CD, I'd try repair.

              Flash No Sound WaveMapper Solution

                 1. Launch Registry Editor by typing regedit at Run command.
                 2. Navigate to the following registry key:

                    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Drivers32
                 3. On the right pane, and check for existance of “wavemapper” registry subkey, the mail culprit causing Flash no sound. If not found, create a new String value named “wavemapper”, and give the entry value “msacm32.drv”.

If wavemapper entry is already existed, ensure that its value data is “msacm32.drv”.

Also ensure and verify that the msacm32.drv driver file is existing in C:\Windows\System32 folder. If the file is missing in that location, search for other copy of msacm32.drv in the computer, or copy that file from another system.

I don't know if this would help you but it did help me once when I had no sound coming from online sites like youtube while sound was coming out of my speakers when I played a music file in the windows media player.
