    How can I set LAN share connection?

    There is a 20-workstation LAN that uses internet. I want to limit their send-receive rate so that the whole connection works fine. For example, if one of them downloads 20 Mb of a file, other computer got a problem of slow down connection. How can I set them share connection?

    What OS do those workstations have?
    Does the network have a controller?
