how to transfer data from computer to cellphone using infrared and bluetooth.

It might help if you tell us:
Do you have a memory card in the cell phone? What kind of cell phone do you have? Did your cell phone manufacturer provide a disc with software for the phone? What cell phone provider do you have?

Also, what Operating System are you running? (Eg: Windows Vista, XP, ME, 2000, 98, 95, NT, 3.11, 3.1, 3.0, 2.1, 2.0, 1.1, 1.0)

Well, and I apologize if this sounds like an obvious/redundant question:
Does your PC have either Infrared or Bluetooth?
It it doesnt, your other option is to use the USB interface.
