iHave a problem called "Dr Watsons Postmortem Debugger"

this process just popped out one day and has been accessing the internet every time i open Windows...

it comes from here C:\WINDOWS\system32\drwtsn32.exe

i've temporarily blocked it with a firewall but it is still wanting permission to access the net..

What in the crikey f is it and how do i remove it???
