The "RUNDLL32" Problem is one of the most interesting problem one can come across. There are two solution for u.
1.Scan ur hdd disk for virus, sometime the problem is virus related.
2.Reload all the dll files through Recovery Console. If the above two doesnt solve ur problem, then there is only one alternative and i.e is to reinstall the OS.
            All the best.

the problem had nothing to do with rundll32 and was merely an accidental association that was made on executables- this was also the reason setups weren't working.

Executable files are normally associated with themselves; IE their default command is "%1" %*. Obviously using the shift key on a context menu and an open with followed by "always open with this program" checkbox will cause the file to be loaded into that program. in this case if was the windows live setup program which will simply quit if it's arguments are confusing.
