Power Options

I have a Dell Dimension 4700C.  Under "Settings" is " "Power Options."  I have instructed my computer to

1) Turn off monitor after 1 min.
2) Turn off disk after 3 min.

Neither one of these features works.  My computer had a hibernation feature and a standbye feature but after I reloaded MS XP those options went away.  I tried to use my other option (above) but it did not work.  Is there something in the bios that I must change?  I want to be able to turn off my hard disk without totally shutting down the computer.

Those are pretty aggresive settings.
However any background running processes will interrupt ant power settings such as email phonong home for updates etc...

...and my final answer about power saving features in case of a desktop: don't use it... :)
