bad power supply?

i just finished building a new computer.  I have everything hooked up right.  when i plug it in and flip the switch it doesnt turn on, but the power supply makes a clicking noise. does this mean its damaged.

Suggestions:

1. Double check all cables connected
2. See to it that the PSU voltage is properly set
3. Make certain the PSU fan(s) are not obstructed in any way.
