Any member of Congress would make an excellent resource to explain how we do this, as they are expert at being off topic while seemingly on topic.

um...this topic is located in

Home  / Other  / Other / Off topic

and we're debating wether it's "allowed" to be off-topic? If you want to keep a topic on-topic you don't ask how topics go off-topic, because then YOU are switching the topic to why topics go off-topic and making no attempt to keep things on-topic. The only thing that would keep a topic on-topic is on-topic posts.

And the fact that it's in the off-topic forum basically means it doesn't matter anyway.
