INTERNET SMALL FONT BROWSING

I've been trying to read my emails or navigate on the internet and my computer has a very small font size and have not been able to read any material on the desktop.  I have checked the size of the text but while I am using the computer software the size is correct..........as soon as I conect to internet through my cable service the background is very small size and have not been able to change the size.  Can someone help me solve the problem?? I cannot read the news, nor the emails, nor any webpage because the font is very small. I have windows Vista and is a HP laptop.   HOPE SOMEBODY CAN HELP ME??
