Installed any new hard/software recently ?
Have you opened the case and done any housekeeping ?
How old is the card ?
    Tried re-installing the drivers ?

I Put a new hard drive in and then took it out because i thought that was it but its still doing it.

No i haven't but i thought it might have been dusty so i blew into it to try and get rid of the dust.

The Card is about 3 years old as far as i know. i got the computer from a friend.

It wouldn't be the drivers because it does it before i even turn on the computer. when it goes to load the bios it sometimes is all messed up.

Try to hook the monitor up to a different computer.  If it works, the its your card.

It's the card or the driver. It cannot possibly be the monitor.
