I find your request rather absurd. If you want PIM & Accounting / Budgeting Software, why would you expect such software to include the following and some of the other components you mentioned?:
Utilities
• Wallpaper Setting
• Theme setting
• EMI Calculator
• STD/ISD Code
• Unit Conversion
• Games
• World Information
And, you want one FREE or CHEAP SOFTWARE application that does all that you listed? I think you need to get in touch with reality; your expectation is unrealistic. You need to focus on functions that can be realistically be expected to be bundled together in a software package. I do not believe you're going to find any single FREE or CHEAP SOFTWARE that will do everything you listed. And, if you do find it, it will not be FREE or CHEAP. Realistically, you'll probably need several software programs to accomplish all that you want.
What version of Windows are you using? If you are using Windows Mail with Windows Vista, or Windows Live Mail with Windows XP/Vista/7, you have already have a Calendar and Contacts. And, of course, if you have Microsoft Office, you have Outlook.
Have you looked at popular personal or business financial management programs such as Intuit's QuickBooks or Quicken?
