fake antivirus, HELP

hey, im posting on behalf of a friend, he doesnt really know much about computers and its a fairly nasty virus. ive tried alot of stuff to get it working again but everything ive suggested the virus is blocking.
We have tried going into safe mode, however the virus persists in blocking stuff.
We tried system restore to no avail
we tried control at delete but that wouldnt open either
weve tried running AVG which found a few things which he removed.
heres his account of whats happened etc:
my desktop showed  ablue background with a message in red writing in a black box showing:
"YOUR SYSTEM IS INFECTED - System has been stopped due to a serious malfunction. Spyware activity has been detected. It is recommended to use spyware removal tool to prevent data loss. Do not use the computer before all spyware removed."
I get a fake antivirus program as well
that opens itself and I can’t get rid of it called ‘Internet Security 2010’ , but I close it immediately, not really thinking. I immediately ran a scan through my anti-virus (AVG), which found several Viruses which I deleted. I rebooted my computer, only to be confronted with the same thing. When I tried to bring up task manager, I got the error message  "WARNING - Application cannot be executed.
The file is infected. Please activate your antivirus software." (I'm still getting this message) This doesn't look 'real', and when I press Ctrl-Alt-Del again, I can get a 'real' looking message, which tells me that the Task Manager has been disabled by my administrator. At this point, I got sick of the fake background and used one of my pics on my PC already( I had an internet picture previously)
Which worked, and the background stopped appearing. IE wouldn’t work either, but Firefox did. I ran a scan in safe mode which found the virus and I deleted it… but when I booted my PC in normal it kept re-running through the start-up sequence, with the background flashing on and off…

he is currently getting SUPERantispyware and MBAM because i found out he only used AVG.
any aditional help would be great. thx
