My computer boots in a matter of seconds and shutdowns just as fast, has fast cursor and keyboard rates, instant click reponse (as it's been tweaked by me). It's not necessary just the computer itself but could be a performance tweaked OS and/or software. Although my computer does have auto-overclocking features on the motherboard and graphics card.
However, it's a bit overkilled if it types the letter multiple times in the row on one keypress.
Most of this tweaking is done by removing unneeded services (services.msc) and security holes from the OS and advance hacking the registry (regedit). Also software can adjust these, such as if you have a gamers mouse like mine you can create multiple profiles for speed, accuracy, etc.
You can change some of the basic speed features for the keyboard and mouse in the control panel. So it would be best and easilest to look there first:
Control Panel > Keyboard (repeat delay, repeat rate, cursor blink rate, testing)
Control Panel > Mouse (cursor click speed, movement speed, scroll rate, etc)
