WIN XP desktop.. task manager broken

When I launch the task manager..   I have no tabs to scroll between Applications, processes, performance and networking..    File, Options, View, Windows and Help are missing from the top.  It launches into the Application view and I  can't get to the processes or networking tab.

Does anyone know what is wrong and how to fix it???

This must be either the 5th or 6th time I have seen the "Task Manager in mini mode" question on CH.

You know, these things seem to run in cycles for some reason. I remember a time at tweaks some time back when we had this same question about a dozen times in a 3 or 4 week span. Then it's something else - they just come in bunches for some reason. This week at CH it seems to be sound problems.
