Are you sure those voltages are for the entire power supply, or just one voltage.

Those are both really both low numbers.

i looked it up on the internet and the one i got installed is a 250 watt and the old one was 300 watt but the main problem was that the computer would die... even though the 300watt was still on there

Was there not an ethernet jack on the mother board?  What other cards have been added since the system was new?  Video cards, sound cards, etc.

The computer is dying because the power supply is defective.  Just because it is a higher wattage doesn't mean it's going to work.  Using a lower wattage power supply helped isolate the issue, but a 250 watt supply is evidently not enough for your needs!

You'll need to get a power supply similar to the wattage of your old one... 300 watts or higher..

OK, and i took off both the pci cards because i figured out through rthompson80819 that there already is a Ethernet plug on the motherboard. lol i feel stupid not seeing that at the first place

Leaving the card removed is a good work around, for now..

If you run into performance problems in the future, you'll know why...   You might think about setting aside some money for a new supply, for later on..

This is just a WAG.  The ethernet port on the mother board is probably 10 Mbs connection and the PCI card is a 100/1000 Mbs card, but unless the machine is on an extremely high speed internet connection, or on a corporate network, it's limited by the connection speed of the ISP.

And I agree, a bigger power supply should sometime be in your friends future.

Many boards were shipping with 100/1000 onboard for the past few years
